Board Members & Trustees
Ana Bettencourt-da Silva (37½-Hour Salary Members)

On Council, Ana has represented the 37½-hour salary members since 1999.

Ana has been a member of the Union since 1990. She is a health care worker at Carleton Lodge. Ana currently serves on several committees: By-Laws, E.A.P., Entertainment (New Year’s Eve), Grievance, Health and Safety, Job Evaluation, and Negotiating. Ana is also a member of the Parents’ Council for Continued Education.

Lou Capello (40/42-Hour Salary Members)

Lou was elected to the Executive in 1999.

He currently serves on the Entertainment, and the Pensions and Retirement committees. He also serves on the Ottawa & District Labour Council. Lou has been active in many areas of union business: Occupational health and safety, equal rights, pay equity, women's issues, and human rights. He is also a former shop steward. Lou has been a member of the Local since 1964.

Wayne Chevrier (Humane Society of Ottawa-Carleton)

Wayne became a member of the Executive in 2002.

Wayne has worked with the Humane Society since 1988. He serves as chief shop steward for the Humane Society’s employees and he is also a member of its Bargaining committee. Wayne currently sits on the By-Laws, Equal Rights/Pay Equity/Human Rights, Grievance, and Political Action committees. He was a member of International Union of Painters and Allied Trades for eight years before joining the Humane Society.

Dave Gardner (40-Hour Wage Members)

A former member and shop steward of the Teamsters Local 90, Dave is an employee of the Surface Operations Branch with the City since 2001. Dave is a member of several committees: By-Laws, Education, Equal Rights/Pay Equity/Human Rights, Grievance, Health and Safety, Master Assignment Board, and Job Evaluation. He has worked with the Union to make improvements in job security, contracting out, and non-fluctuating wage.

Wil Kelly (40-Hour Wage Members)

Wil has been working for the City since 1998.  He has been a very active shop steward, representing members from various departments in the City.  A strong activist for human rights, Wil has tackled problems involving bullying in the workforce.  He has also served as a Trustee, and as the Part-Time Recreation and Culture representative on Council, and currently represents the 40 hour wage group.  Wil is a member of several committees:  By-Laws, Health and Safety, Master Assignment Board, Job Evaluation, and is a member of the negotiating team for the Part-Time Recreation and Culture group.

Ken LaRose (40/42-Hour Salary Members)

Ken has been a member of Council since 1991.

A union member since 1973, he has served over 20 years as a shop steward, including five years as a chief steward. Ken works as a construction technician at Infrastructure Services Branch, 560 Rochester Street. He serves as a member of the Union's negotiating team, and sits on the Entertainment, Health and Safety, and, Pensions and Retirement committees.

Wayne LeBlanc (Part-Time Hours)

Wayne works at 175 Loretta, in the Public Works and Services department. From 1992 to 2008, he was a shop steward representing Long Term Care. He serves as a member of the Health and Safety, and, Pensions and Retirement committees.

Murdell Moore (35-Hour Salary Members)

Murdell Moore is a shop steward representing the Social Services department with the City. She sits on several committees: Communications, E.A.P., Education, Equal Rights/Pay Equity/Human Rights, Health and Safety, and Political Action.

Carrie-Lynn Poole-Cotnam (35-Hour Salary Members)

Carrie-Lynn was elected to the Executive in 2005.

Carrie-Lynn joined Local 503 in 2000 and has been an active shop steward within the Social Services department with the City. She is co-chair of the By-Laws Committee and is a member of the Communications, Equal Rights/Pay Equity/Human Rights, Grievance, Education, and Political Action committees.

Barbara Potvin (35-Hour Salary Members)

Although Barbara is a relatively new member to Council, she brings with her a wealth of knowledge and understanding of City workers and workplaces. Barbara is shop steward and is involved in job evaluation. She is a member of the Communications, Education, Entertainment (New Year’s Eve), and Health and Safety committees.

Karen Rainboth (Champlain Community Care Access Centre (CCAC))

Karen has been on Council since June 2001.

A trade unionist throughout her career, Karen has been an administrative team clerk since 1988 and a shop steward since 1998. She is co-chair of the Communications Committee and chair of the Grievance Committee. She serves on the Entertainment (New Year’s Eve), Equal Rights/Pay Equity/Human Rights, and Political Action committees. She is also a member of the Health Care Workers Coordinating Committee (HCWCC) of CUPE's Ontario Division.

Pierrette St-Louis (Ottawa Public Library)

Pierrette is a long-serving Library member and a two-term Council member. She sits on several committees: Bargaining, Education, Job Evaluation, Equal Rights/Pay Equity/Human Rights, and Grievance. Previously, Pierrette was president of the Gloucester Library Group.

Tammy Stafford (Ottawa Community Housing Corporation)

Tammy works for the Ottawa Community Housing Corporation and has been a Local 503 member since 2001.  In addition to being a shop steward since 2004, Tammy joined the Joint Health and Safety Committee for Ottawa Community Housing in 2005.  She became a Council member in 2008, and is also on the negotiating team for OCHC.

James Watson (40-Hour Wage Members)

James is serving his first term on Council. He is an active Health and Safety representative and co-chair of Local 503’s Health and Safety committee. He sits on the Education and Entertainment committees and serves on the Master Assignment Board. James also sits on the Ontario Municipal Employees Coordinating Committee (OMECC). He is an outspoken shop steward who works tirelessly for the membership.

Bruce Willems (Retiree Representative)

Bruce became a member of the Executive in 2005.

 

Bruce has been a union member since 1966 and started with the former RMOC, Signals and Communications in 1973, at 175 Loretta, until retiring in 2007.  He has been on the Bylaws, Communications, Job Evaluation, Organizing and Political Action Committees. 

 

Trustees

Patricia Champoux

Patricia has been a member of the Local since 1990.

She started her career with the Region of Ottawa-Carleton, and since amalgamation she has worked in the Corporate Services department of the City. She has been an active shop steward for more than 10 years who goes beyond the call of duty to represent members’ interests.

Roger Guay

Roger has been a member of Local 503 since 1983.

He is a Construction Technician in the Infrastructure Services and Community Sustainability Department with the City of Ottawa.  Roger was elected as a trustee in 2008.

Bruce Ryan

Bruce started his career as a paramedic with the Ministry of Health in 1985.  He has been a CUPE member since the amalgamation in 2001.  With CUPE 503, he has served as a shop steward, and worked on the first Job Evaluation for paramedics in 2002.  Recently, he has attended CUPE Ontario conferences and the pension rally for NRA 60.  Bruce is a member the Occupational Health and Safety Committee and is serving his second term as a trustee.
