Executive Council Board Members

Brian Madden – President

Brian was elected to the position of president in May 2008.

From 1990 to 1996, Brian represented 40-hour salary members on Council. Brian was elected recording secretary from 1999 to 2001. He served two terms as vice-president before being elected as president.

From 1991 to 2007, Brian served as a joint Health and Safety coordinator for the Union and as chair of the Education Committee. In 2008, Brian chaired the Communications Committee and sat on the By-Laws Committee.

In 1984, Brian joined Homes for the Aged at Carleton Lodge in Nepean, where he worked until 1992. In 1993, Brian trained certified members of the joint Health and Safety committees within the Region and the City of Ottawa.  In 1994, Brian was hired as a safety technician for the Traffic Operations Branch in the Mobility Services Division of the Regional Municipality of Ottawa-Carleton.  For more than 10 years, he worked as a trainer for the Workers Health and Safety Centre. CUPE National has also recognized him as a trainer. In both roles, he conducted programs inside and outside the Union. Brian has worked with CUPE National as a trainer.

Peter Cutter – Secretary-Treasurer

In May 2008, Peter was elected to the full-time position of secretary-treasurer. He has been on Council since August 2002.

Peter served on the Negotiating Committee from 2002 to 2007 and was chair of the Grievance Committee from 2005 to 2007.

He currently sits on the By-Laws and Entertainment committees.

In 1986, Peter joined the City of Ottawa Water Distribution Branch at 951 Clyde Avenue and was made a shop steward in 1990. Prior to joining the City, Peter attended Trent University and worked at Collie Woollen Mills, in Appleton, Ontario.  He served two years as president of United Textile Workers Local.
Julio da Silva – Vice President

In May 2008, Julio was elected to the full-time position of vice-president.

 

A trade union member since 1972, Julio joined Local 503 in 1978. He has served as chief shop steward and was elected to Council in 1999. Julio was a project supervisor in the Infrastructure Services Branch (560 Rochester Street). Julio has served on the Building, Communications, and Job Evaluation committees. Currently, he serves on the Job Evaluation Committee.

Joan Keith - Recording Secretary

Joan has been a board member since 2005, when she was elected to the position of recording secretary. 

Joan has been a member of the Executive since 1993. She currently serves on the Communications, Political Action, Job Evaluation, and Collective Bargaining committees.

Joan, a librarian, heads up the Cataloguing Unit of the Ottawa Public Library. She served as co-president of the Ottawa Public Library Employees' Association (OPLEA) until 1993, when the Library was unionized. She was also chair of OPLEA’s Salary and Benefits committee.
