Executive Council Board Members
Brian Madden - President

Brian was elected to the position of president in May 2008.
From 1990 to 1996, Brian represented 40-hour salary members on Council. Brian was elected recording secretary from 1999 to 2001. He served two terms as vice-president before being elected as president.

From 1991 to 2007, Brian served as a joint Health and Safety coordinator for the Union and as chair of the Education Committee. In 2008, Brian chaired the Communications Committee and sat on the By-Laws Committee.

In 1984, Brian joined Homes for the Aged at Carleton Lodge in Nepean, where he worked until 1992. In 1993, Brian trained certified members of the joint Health and Safety committees within the Region and the City of Ottawa. In 1994, Brian was hired as a safety technician for the Traffic Operations Branch in the Mobility Services Division of the Regional Municipality of Ottawa-Carleton. For more than 10 years, he worked as a trainer for the Workers Health and Safety Centre. CUPE National has also recognized him as a trainer. In both roles, he conducted programs inside and outside the Union. Brian has worked with CUPE National as a trainer.


Peter Cutter - Secretary-Treasurer

In May 2008, Peter was elected to the full-time position of secretary-treasurer. He has been on Council since August 2002.

Peter served on the Negotiating Committee from 2002 to 2007 and was chair of the Grievance Committee from 2005 to 2007.

He currently sits on the By-Laws and Entertainment committees.

In 1986, Peter joined the City of Ottawa Water Distribution Branch at 951 Clyde Avenue and was made a shop steward in 1990. Prior to joining the City, Peter attended Trent University and worked at Collie Woollen Mills, in Appleton, Ontario. He served two years as president of United Textile Workers Local.


James Watson - Vice President

In April 2011, James was acclaimed to the position of Vice-President.


Joan Keith - Recording Secretary

Joan has been a board member since 2005, when she was elected to the position of recording secretary.

Joan has been a member of the Executive since 1993. She currently serves on the Communications, Political Action, Job Evaluation, and Collective Bargaining committees.

Joan, a librarian, heads up the Cataloguing Unit of the Ottawa Public Library. She served as co-president of the Ottawa Public Library Employees' Association (OPLEA) until 1993, when the Library was unionized. She was also chair of OPLEA's Salary and Benefits committee.

Board Members

Shawn Bent (Part-Time Members)

Shawn Bent works for the City of Ottawa (Walter Baker Sports Center) and has been doing so since November of 1999.  He has been a member of Local 503 since 2001 and has been on the Executive since August of 2011, representing part-time employees.  Shawn is also a self-published author of two self-help books, Make Your Imagination Rich and Change For a Quarter, a Master Practitioner of Neuro-Linguistic Programming (NLP), a practicing hypnotist and an aspiring Quarter Life Coach (helping 20-somethings with their Quarter Life Crisis).  He is also a member of Toastmasters and the Barrhaven Business Exchange (BBX) Networking Group.  Shawn is ardently passionate about what he does and is thoroughly committed to helping others grow.

Ana Bettencourt-da Silva (37-Hour Salary Members)

On Council, Ana has represented the 37-hour salary members since 1999.

Ana has been a member of the Union since 1990. She is a health care worker at Carleton Lodge. Ana currently serves on several committees: By-Laws, E.A.P., Entertainment (New Year's Eve), Grievance, Health and Safety, Job Evaluation, and Negotiating. Ana is also a member of the Parents Council for Continued Education.

Wayne Chevrier (Ottawa Humane Society)

Wayne became a member of the Executive in 2002.

Wayne has worked with the Humane Society since 1988. He serves as chief shop steward for the Humane Society employees and he is also a member of its Bargaining committee. Wayne currently sits on the By-Laws, Equal Rights/Pay Equity/Human Rights, Grievance, and Political Action committees. He was a member of International Union of Painters and Allied Trades for eight years before joining the Humane Society.

Heather Duff (Champlain Community Care Access Centre)

Heather became a member of the Executive in June 2011.

Heather started working at CCAC in 2002, and has been an active shop steward since 2005. She is also a member of the Health and Safety Committee. Heather was elected in 2008, as the CCAC Representative to CUPE Ontario's Healthcare Workers Coordinating Committee. Heather is a longtime activist for Human Rights and Social Justice Issues.

Dan Huff (35-Hour Salary Members)

Dan has been a member of Local 503 since 1988, when he joined the Social Services Department. He has been an active shop steward for over 20 years and has been a member of the Health and Safety Committee in his workplace for the past decade. Dan has also been involved in the Local 503 Political Action Committees' Municipal Candidate Surveys.

Stuart Grant (Part-Time Recreation and Culture Members)

Stuart is a Recreation Supervisor for Parks, Recreation and Culture, where much of his 24 years of service have been spent serving Ottawa's economically underprivileged communities. His experience includes spearheading many successful partnerships with the non-profit sector. He has been an active union steward in CUPE Local 503 since 2000. His community activity includes serving as Vice-President of Canadians For Accountability and current President of Constellation Toastmasters. Stuart is an experienced grant proposal writer, copywriter, and facilitator.

Roger Guay (40-42 Hour Salary)

Roger has been a member of Local 503 since 1983.

He is a Construction Technician in the Infrastructure Services and Community Sustainability Department with the City of Ottawa. Roger was elected as a trustee in 2008. In April of 2011, Roger was appointed to Council, representing 40-42 hour salary members.

Doug Hickey (40-Hour Wage)

Doug has 28 years experience working for the City of Ottawa. For the past 6 years he has been working in the Roads Department. He has been a very active shop steward standing up for workers rights and a strong activist for health and safety. Doug is a member of the Master Assignment Board Committee and the Crewleader in Training Committee.

Stephen Jones (40-Hour Salary)

Stephen has been with the City of Ottawa since 1989. Stephen became a member of the Executive in 2011, and has been a shop steward since 2008. Stephen has worked on the Health and Safety and Master Assignment Board Committees. Stephen has a strong voice for his members rights.

Wil Kelly (40-Hour Wage Members)

Wil has been working for the City since 1998. Wil is the Health and Safety Coordinator for Local 503. He is a very active lead steward, representing members from various departments in the City. A strong activist for human rights, Wil has tackled problems involving bullying and harassment in the workplace. He has served as a Trustee, Part-Time Recreation and Culture Representative, WSIB Worker Representative, and currently represents the 40 hour wage group. Wil is a member of several committees: Grievance Committee, By-Laws, Health and Safety, Master Assignment Board, Job Evaluation, and is a member of the negotiating team for Part-Time Recreation and Culture as well as the main Inside/Outside agreements. Wil strongly believes in the power of media and getting our message across to the public, of our pride in what our members do.

Brian Moloughney (40-42 Hour Salary)

Brian became a member of the Executive in October of 2008.

Brian has worked as a Primary Care Paramedic since 1981, and his union activism dates back to 1987. He is currently the senior unit steward for the Ottawa Paramedic Service and is also a member of the Health and Safety Committee. Brian was part of the CUPE 503 negotiations team in 2009.

Carrie-Lynn Poole-Cotnam (35-Hour Salary Members)

Carrie-Lynn was elected to the Executive in 2005.

Carrie-Lynn became a member of Local 503 in 2000 and has been an active shop steward within the Social Services department and is Co-Chair of the Joint Health and Safety Committee for her workplace. Carrie-Lynn was elected as Chair of the CUPE Ontario Social Service Workers Coordinating Committee in 2008 and also sits on the CUPE Ontario Division Executive Board. Carrie-Lynn has served on the CUPE 503 Grievance, By-Law, and Political Action Committees over the last 5 years. Carrie-Lynn is known as a passionate voice for public service workers and a strong advocate for publicly-delivered services in our communities.

Barbara Potvin (35-Hour Salary Members)

Barbara has been a Council member since 2007, and brings with her a wealth of knowledge and understanding of City workers and workplaces. Barbara is shop steward and is involved in job evaluation. She is a member of the Communications, Education, Entertainment (New Year's Eve), and Health and Safety committees. She is Co-chair of the Health and Safety committee at City Hall.

Pierrette St-Louis (Ottawa Public Library)

Pierrette is a long-serving Library member and a two-term Council member. She sits on several committees: Bargaining, Education, Job Evaluation, Equal Rights/Pay Equity/Human Rights, and Grievance. Previously, Pierrette was president of the Gloucester Library Group.

Tammy Stafford (Ottawa Community Housing Corporation)

Tammy has been a member of Local 503 since 2001, and an active shop steward representing members since 2004. She was a member of the Joint Health and Safety Committee and has completed Level 1 certification training due to her strong beliefs in the health and safety of our members. Tammy has had the pleasure of serving on the Executive Council for the past three and a half years, representing members from the Ottawa Community Housing Corporation. While on Council, she has been part of the By-Laws Committee and has been a member of the negotiating team for the last two contracts with OCHC.

Bruce Willems (Retiree Representative)

Bruce became a member of the Executive in 2005.

Bruce has been a union member since 1966 and started with the former RMOC, Signals and Communications in 1973, at 175 Loretta, until retiring in 2007. He has been on the Bylaws, Communications, Job Evaluation, Organizing and Political Action Committees.


Trustees

Patricia Champoux

Patricia has been a member of the Local since 1990.

She started her career with the Region of Ottawa-Carleton, and since amalgamation she has worked in the Corporate Services department of the City. She has been an active shop steward for more than 10 years who goes beyond the call of duty to represent members interests.

JC Frechette

Bruce Ryan

Bruce started his career as a paramedic with the Ministry of Health in 1985. He has been a CUPE member since the amalgamation in 2001. With CUPE 503, he has served as a shop steward, and worked on the first Job Evaluation for paramedics in 2002. Recently, he has attended CUPE Ontario conferences and the pension rally for NRA 60. Bruce is a member the Occupational Health and Safety Committee and is serving his second term as a trustee.


Labour Representatives & Support Staff

CUPE Local 503 is served by four full-time Labour Representatives employed directly by the Union and by three National Representatives, whose services are provided and financed by CUPE National. The seven staff representatives work as a team with the Local's executive and clerical staff to service approximately 6,000 full-time and part-time members who make up CUPE 503, one the oldest and best-known of Canadian municipal unions.

Jo-Ann Breton - National Representative

Jo-Ann is a CUPE National Representative assigned to work with CUPE Local 503 and CUPE Local 5500. She works directly with the Local's executive, staff, and members. She is the service representative for the Ottawa Paramedic Service and the 911 Call Centre.

Jean-Marc Bézaire - National Representative

Jean-Marc is a bilingual national representative assigned by CUPE to work with Local 503 since September 2009.

From 1983-96, he served on his CUPE local executive at the Royal Ottawa Hospital.

Since 1996, Jean-Marc has worked as a national representative for CUPE in Cornwall, Toronto and Ottawa. His most notable contributions have been bargaining a post-amalgamation collective agreement at The Ottawa Hospital and bargaining french language school board collective agreements province-wide.

Currently, Jean-Marc is assigned by Local 503 to political action, including any public campaigns the Local may wish to undertake, monitoring City Council and its ten committees and initiating any action which might be required in light of decisions they may be contemplating. He is also assigned to Childcare, Centre d'Accueil Champlain municipal home, and the Champlain Community Care Access Centre.

Jean-Marc is very much an activist at heart.

Susan Arab - National Representative

Susan is a CUPE National Representative assigned to work with CUPE Local 503. She works directly with the Local's executive, staff, and members. She is the service representative for three Long Term Care homes, Peter D. Clark, Garry J. Armstrong and Carleton Lodge.

Raymond Dinelle - Labour Representative

In 2002, Ray retired from the position of Buyer at the City of Ottawa, with 28 years of service. He was subsequently hired as a Labour Representative for the Local.

In 1974, Ray was hired as a storeman with the Board of Health. From 1975 to 1983, he was a shop steward and served on the Bargaining Committee. In 1983, he was elected to Council as a representative for 35-hour salary members. From 1985 to 1999, Ray served as secretary-treasurer.

Ray is credited with many accomplishments over the years: Job Evaluation Plan (RMOC); a computerized financial system; and, annual budgets. He served as an Executive member of the Ontario Division of CUPE; he helped to purchase the Local's first building on Concord Street; he helped to unite labour groups under the Local's banner; and, he served on the negotiating team for the first contract in the "new" City of Ottawa.

Ray Smith - Labour Representative

Ray Smith was hired as a Labour Representative for Local 503 in 2007, after 30 years with the City of Ottawa and a history of service with the Union.

Ray joined the City as an equipment operator in 1973, advancing to the position of Zone Supervisor for Parks, in the Surface Operations Branch. In 1988, Ray was instrumental in the Unions successful fight to keep binding arbitration in the face of strong opposition from then-mayor, Jim Durrell. As part of the settlement, a contract was negotiated, giving "summer hours" to all blue-collar workers.

Ray served on Council from 1991 until 1997. He graduated from the Labour College of Canada in 1993. Ray represented Local 503 on the Ottawa & District Labour Council, serving as the Council's vice-president in 1994. Throughout his career, Ray has remained a firm supporter of literacy programs in the workplace. Ray supervised the Basic Education for Skills Training program within Local 503. He went on to oversee all workplace literacy programs in Eastern Ontario for the Ontario Federation of Labour

In 2001, Ray represented 40-hour salary workers on Council and was elected vice-president of Local 503 in 2002. He held the position of secretary-treasurer from 2005 to 2007.

Jim Murray - Labour Representative

In January 2005, Jim was hired to replace labour representative Andy Steele.

Jim served as a shop steward and workplace Health and Safety representative from 1986. During his time on Council, 1993 to 2003, Jim was an active member of the Grievance Committee, serving a term as chair. He also served on several other committees: Constitution, Communications, Job Evaluation, and Education. He is on the Bargaining Committee for the Ottawa Community Housing Corporation and the Humane Society of Ottawa-Carleton. In 2003, Jim left his job as a construction inspector in the Ottawa Community Housing Corporation to manage the construction of the new Local 503 headquarters.

Lucien Cléroux - Labour Representative

In December 2008, Lucien was hired as a grievance officer. Lucien joined Council in 2005. A two-term president of Local 2617 with the former City of Cumberland outside workers, Lucien became active with Local 503 during Amalgamation. Lucien worked in Surface Operations with the City from 2001 to 2008. He served on the Grievance, By-Laws, Health and Safety, Education, Equal Rights/Pay Equity/Human Rights, and Master Assignment Board committees. He was chairperson of the Grievance Committee from 2005 to 2007.

Murdell Moore - Worker's Compensation Services Representative

Murdell has been working for the Local since February 2009. She was hired full time in May 2011, to assist members with WSIB and Human Rights issues and concerns. She was a Local 503 shop steward in the Social Services Department where she worked for 20 years, and a member of Council until she assumed her new position. Murdell has worked on several Political Action campaigns, Job Evaluation and served on several committees including Grievance, Equal Rights/Human Rights. Murdell was a member of the Ottawa & District Labour Council and assisted with the Childcare campaign. The Local has provided Murdell with specialized training in WSIB, Return to Work, Accommodations, Human Rights and Pay Equity in order to better service the membership of the Local.
